Upon the request of any service authority for freeway emergencies that has imposed additional fees on vehicles pursuant to § 9250.10 of the Vehicle Code, the department may contract with the authority for the installation, operation, and maintenance of motorist call boxes on portions of the California Freeway and Expressway System within the county. The service authority shall reimburse the department for all costs incurred under this section.
