(a) As used in this section, “structural racism” means a system that structures opportunity and assigns value in a way that disproportionally and negatively impacts Black, Indigenous, Latino or Asian people or other people of color, and “state agency” has the same meaning as provided in § 1-79. The Commission on Racial Equity in Public Health, established under § 19a-133a, shall determine best practices for state agencies to (1) evaluate structural racism within their own policies, practices, and operations, and (2) create and implement a plan, which includes the establishment of benchmarks for improvement, to ultimately eliminate any such structural racism within the agency.

(b) Not later than January 1, 2023, the commission shall submit a report, in accordance with the provisions of § 11-4a, to the joint standing committee of the General Assembly having cognizance of matters relating to government administration. Such report shall include the best practices established by the commission under this section and a recommendation on any legislation to implement such practices within state agencies.
