If any insurance company licensed to do business in this state allows a rate credit or deviation in motor vehicle insurance premium charges for persons successfully completing a full course of study of motor vehicle operation in a public secondary school, a technical education and career school or a private secondary school, as approved by the Commissioner of Motor Vehicles in accordance with the provisions of § 14-36e, or training of a similar nature provided by a licensed drivers’ school approved by said commissioner, including, in each case, successful completion of the required number of hours of classroom instruction and behind-the-wheel, on-the-road instruction, then such insurance company shall give equal credit or deviation to all such persons.
