Any person may be compelled, by subpoena signed by competent authority, to appear before the council to testify regarding any complaint brought to or by the council under § 45a-63, and also to produce before the council, for examination, any books or papers, which in the judgment of the council or the respondent, are relevant to the inquiry, investigation or hearing. While engaged in the discharge of its duties, the council shall have the same authority over witnesses as is provided in § 51-35 and may commit for contempt for a period of no longer than thirty days.
