Notwithstanding the provisions of subdivision (6) of § 7-560, for purposes of determining the cumulative excess of expenditures under said subdivision for any fiscal year ending on or after July 7, 2017, and on or before June 30, 2022, such excess shall not include the impact of any refunding bonds issued pursuant to § 7-370c.
