(1) The members of the Authority Board shall serve staggered 3 year terms. The initial appointment for county commissioners shall be for a 3 year term and for city councilmen a 2 year term. All subsequent appointments shall be for a 3 year term. There is no limit as to number of consecutive terms that can be served by any Authority Board member. No Authority Board member shall continue to serve after they cease to serve as an elected representative of their member government.
    (2) The balance of the terms of any Authority Board member who resigns or is unable to serve shall be filled in the same manner as prescribed in subsection 49A-1.004(1) and (2), F.A.C.
    (3) Members of the Authority Board shall serve without compensation from the Authority.
