(1) The Authority Board shall prepare a tentative annual budget for the period October to September 30 and forward copies of same to the governmental bodies of the counties and cities which are parties to the Interlocal Agreement at least four weeks prior to the adoption of a final budget in order that said counties and cities shall have an opportunity to consider action to approve or disapprove the proposed budget. A majority of the Authority Board membership must approve the budget prior to final adoption.
    (2) The budget may be amended from time to time by action of the Authority Board.
