(1) One member, who shall be a county commissioner, shall be appointed by each individual county. In the event said member is unable to attend a meeting, the county may appoint an alternate who shall be a county commissioner and who shall have all the rights, powers and duties of the member.

  • Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
    (2) Each member shall serve until removed or replaced by his respective appointing county.
    (3) Each member shall have one vote on matters considered by the board.
    (4) Members shall serve without salary. Members may be reimbursed by their individual counties for travel expenses and other expenses incurred in carrying out their duties in the same manner as state employees are reimbursed pursuant to Florida Statutes § 112.061 (1987).
    (5) The fiscal year of the administration shall run from October 1 through September 30 each year.
    (6) The counties shall contribute funds on an equal basis in an amount sufficient to cover the expenses of the board until the solid waste management system becomes operational and begins generating revenue.
