The determination as to whether probable cause exists to believe that a violation of the provisions of Chapters 455 and 481, Part II, F.S., or of the rules promulgated thereunder, shall be made by a probable cause panel. The panel shall be composed of two persons appointed by the chairman. One appointee must be a current board member. The panel must include a former or current professional board member. An appointee may be a former board member.
