A declaration shall have no force or effect if the declarant is a person in a skilled nursing facility as defined in 10 Guam Code Annotated
‘7102(a), at the time the declaration is executed unless one of the two
witnesses to the declaration is a patient advocate or ombudsman as may be designated by the Administrator of the Division of Senior Citizens, Department of Public Health & Social Services, for this purpose.
