ery order, decision, approval, certificate, permit or other official act of the commissioner provided for in Sections 113104, 113105,
113107 and 119102 of this act is subject to judicial review in accordance with law. An action or proceeding for judicial review of an order, decision, approval, certificate, permit or other official act of the commissioner provided for in said sections of this act, or for judicial review of any denial by the commissioner of an approval, certificate, or permit under such sections, must be commenced within 60 days after the issuance of such order, decision, approval, certificate, or permit or within
60 days after such denial or other official act, or within 60 days after the effective date of this section, whichever is the later date.
