e Director may adopt rules for determining the qualifications for licensure as a public weighmaster. The Director may pass upon the qualifications of the applicant upon the basis of the information supplied in the application or he may examine such applicant orally or in writing, or both, for the purpose of determining his qualifications. He shall grant licenses as public weighmasters to such applicants as may be found to possess the required qualifications. The Director shall keep a record of all such applications and of all licenses issued thereon.
