There is established as the University of Guam (the “”University””) a Doctoral Fellowship Program, in which fellowships shall be awarded to meet the following purposes:

(a) To meet the needs for professors in all program areas of the University;

(b) To enhance opportunities for minorities and women, especially those under represented on the University’s faculty in terms of Guam’s population; and

(c) To develop a faculty more attuned to local needs and with instructional and research interests in the region.
