) On and after January 1, of every year, the Board and the Director of the Department of Labor shall make available to secondary students continuing employment and career program counseling to furnish information relating to the employment opportunities available to students graduating from or leaving the public high schools of Guam.
(b) No fee, compensation or other consideration shall be charged to, or received from, any student utilizing such services.
(c) In providing such services, the Board shall consult and cooperate with the Guam Employment Service.
