No person shall be eligible to vote for a Representative, or sit in the Congress who has not attained the age of fourteen (14) years, or who will be twenty-five (25) prior to the expiration of the term for which he seeks to qualify as a voter or as a member, or who has been convicted of a felony or crime involving moral turpitude and has not received a pardon restoring his civil rights.
