The Department may adopt rules to govern its procedures under this Chapter. Article 3 of the Administrative Adjudication Law [5 Guam Code Ann., Chapter 9 – Rule-Making Procedure] is not applicable to such rules so adopted by the Department nor to any procedures prescribed therein.
