Terms Used In Illinois Compiled Statutes 110 ILCS 686/31-40
- Board: means the Board of Trustees of the University or its successor. See Illinois Compiled Statutes 110 ILCS 686/31-5
- Contract: A legal written agreement that becomes binding when signed.

Nothing in this Article shall be construed to authorize the Board or the University to contract a debt on behalf of, or in any way to obligate, the State of Illinois, or to pledge, assign or encumber in any way, or to permit the pledging, assigning or encumbering in any way, of appropriations made by the General Assembly of the State of Illinois.
