(a) The DCFS Special Purposes Trust Fund is created as a trust fund in the State treasury. The Department is authorized to accept and deposit into the Fund moneys received from grants, gifts, or any other source, public or private, in support of the activities authorized by this Act or on behalf of any institution or program of the Department. Moneys received from federal sources or pursuant to Section 8.27 of the State Finance Act or § 5-9-1.8 of the Unified Code of Corrections shall not be deposited into the Fund.
     (b) The Department shall deposit all Putative Father Registry fees collected under § 12.1 of the Adoption Act into the DCFS Special Purposes Trust Fund for the Department’s use in maintaining the Putative Father Registry.

     (c) The DCFS Federal Projects Fund is created as a federal trust fund in the State treasury. Moneys in the DCFS Federal Projects Fund shall be used for the specific purposes established by the terms and conditions of the federal grant or award and for other authorized expenses in accordance with federal requirements.
