(a) The Commission shall approve, interpret, and enforce service area agreements between municipalities and electric cooperatives as provided in § 11-117-1.1 of the Illinois Municipal Code.
(b) The provisions of this Section are severable under Section 1.31 of the Statute on Statutes.
