- Complaint: A written statement by the plaintiff stating the wrongs allegedly committed by the defendant.

If a schedule is filed with the department stating a rate, the department may, either upon complaint or upon its own motion, request the department of inspections, appeals, and licensing to conduct a hearing concerning the propriety of the rate.
