- Commissioner: means the commissioner of insurance of the state of Kansas. See Kansas Statutes 40-1136
The commissioner may issue rules, regulations and orders necessary to carry out the provisions of Kan. Stat. Ann. §§ 40-1135 through 40-1141, and amendments thereto.
