The secretary of administration shall adopt rules and regulations as provided in Kan. Stat. Ann. §§ 75-3706, governing and regulating the conduct of persons on or about any state owned property in Shawnee county, Kansas, designated by such rules and regulations, except properties specified as exceptions in Kan. Stat. Ann. § 75-4503.
