The state board of regents is hereby authorized to enter into agreements with the appropriate officials of any one or more institutions, public or private, outside of the state of Kansas to provide for guaranteed admission and continued enrollment of Kansas students in programs offered by such institutions within the limitations provided for in this act. Agreements for guaranteed admission and continued enrollment under this act shall be limited to collegiate programs that are not offered by any institution under the state board of regents and shall be within amounts and subject to the conditions of appropriation acts of the legislature therefor. Any such agreement may provide for annual consideration to be paid by this state to the contracting institution upon guarantee by the institution that it will admit the number of Kansas students specified in the agreement. Such students shall be designated by the state board of regents, subject to the approval of the admitting institution. With regard to optometry education programs, such students shall be designated in accordance with Kan. Stat. Ann. § 74-3270. All such agreements shall provide guarantee of continued enrollment of such students, during satisfactory progress and good behavior, until the completion of the program commenced.
