The Cabinet for Health and Family Services shall promulgate reasonable rules and regulations to effectuate the purposes of KRS § 213.101 and KRS § 213.106 and KRS § 311.710 to
311.810, which shall be submitted to the Legislative Research Commission in a manner prescribed in KRS Chapter 13A; the Legislative Research Commission shall refer said rules and regulations to the Interim Committee on Health Services for the purpose of approval or disapproval.
