In all cases, the price of propane shall be determined by market forces. Consistent with the antitrust laws, the council may take no action and no provision of KRS § 234.270 to
234.302 may be interpreted as establishing an agreement to pass along to consumers the cost of the assessments provided for in KRS § 234.270 to KRS § 234.302.
