Notwithstanding the provisions of La. Rev. Stat. 40:1496, the board of commissioners of Ward One Fire Protection District No. 2 of Ville Platte is hereby created.  The board of commissioners shall perform all duties, functions, and powers provided in this Part and be responsible for the operation and maintenance of the district.  The board shall consist of five members appointed by the governing authority of Evangeline Parish.  Each member of the board shall be a resident property taxpayer of the district.
