The Louisiana Educational Employees Professional Improvement Program established herein shall be funded with monies specifically appropriated therefore by the Louisiana Legislature, except as otherwise provided in this Chapter; however, no funds shall be appropriated for this purpose until after funds have been appropriated to fully fund the teachers’ minimum salary schedule provided for in La. Rev. Stat. 17:421.3 and any cost-of-living increases granted by the legislature.
