  • state: means :

    (1) a state, possession, territory, or commonwealth of the United States; or

    (2) the District of Columbia. See
The Secretary of Labor, in collaboration with the State Superintendent of Schools and the Secretary of Higher Education, may adopt regulations to implement the provisions of this subtitle.
