Sec. 12.
Within 20 days after receipt of a transcript of the hearing and recommendations of the intermediate school board, the state committee shall determine if conditions exist warranting reorganization of the school district under this act. Upon a determination by the state committee that conditions in a school district warrant reorganization, the state committee shall transmit its report with recommendations to the state board.
