The university shall consist of at least 3 departments:
1. A department of literature, science and the arts;

- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. 2. A department of law;
3. A department of medicine;
4. Such other departments may be added as the regents shall deem necessary, and the state of the university fund shall allow.
