At the hearing, the commission shall hear only interested persons who have made formal request to appear and be heard, and the report of the commission’s staff. The commission and its presiding officer shall have the power to make and enforce such rules and regulations as will provide for orderly and fair conduct of the hearings. The statements of interested persons shall be confined to the criteria listed in NRS 268.646.
