1. ’Establishment’ includes:

- county: includes Carson City. See Nevada Revised Statutes 0.033
- liquor: means beer, wine, gin, whiskey, cordials, ethyl alcohol or rum, and every liquid containing one-half of 1 percent or more of alcohol by volume and which is used for beverage purposes. See Nevada Revised Statutes 369.040
- population: means the number of people in a specified area as determined by the last preceding national decennial census conducted by the Bureau of the Census of the United States Department of Commerce pursuant to Section 2 of Article I of the Constitution of the United States and reported by the Secretary of Commerce to the Governor pursuant to 13 U. See Nevada Revised Statutes 0.050
(a) A business that sells alcoholic beverages by the drink for consumption on the premises; and
(b) In a county whose population is 700,000 or more, a business that sells alcoholic beverages in corked or sealed containers or receptacles for consumption off the premises.
2. The term includes, without limitation, a retail liquor store.
3. The term does not include:
(a) A wholesale dealer; or
(b) A private club or other facility not in fact open to the public.
