§ 589. Construction. This title shall not be considered as a new act, but a restatement, clarification, amendment and continuation of title four as heretofore amended; nor shall this title affect or impair any right presently existing, including by way of specification but not of limitation, the rights of the county in and to the properties, franchises, and rights of the authority.
