§ 1475-e. Contract for employees. 1. The authority is hereby authorized to enter into a contract under which the contractor would provide employees to the authority for the purpose of operation and maintenance of the projects of the authority. The authority shall not begin operation of any project until such a contract shall be in force. Such contract shall provide that all employees engaged in the operation and maintenance of any authority project shall be employees of the contractor and not employees of the authority, and such employees shall receive their total compensation and employee benefits directly from the contractor. Except for titles that would be determined to be management or confidential pursuant to title fourteen of the civil service law, the authority shall have no employees other than the employees of the contractor pursuant to the contract referred to in this section.

Every contract entered into under subdivision one of this section shall require that the wages to be paid to any employees engaged in the operation and maintenance of any authority project shall be not less than wages that are comparable to those paid to employees doing similar work in the city of Syracuse.
