A contract between a city and a landowner containing the landowner’s consent to eventual annexation of the landowner’s property in return for extraterritorial services:

- City: includes any incorporated village or town. See Oregon Statutes 174.100
- Contract: A legal written agreement that becomes binding when signed.
(1) Must be recorded; and
