Two members of the commission shall constitute a quorum and, except in matters requiring the unanimous consent of the commission, as provided in ORS § 241.016 to 241.990, the votes of any two commissioners concurring shall be sufficient for decision in all matters and transactions pursuant to ORS § 241.016 to 241.990.
