The Director of the Department of Consumer and Business Services may exempt from the policy form filing and approval requirements of ORS § 742.003, for so long as the director deems proper, any blanket health insurance policy to which in the opinion of the director such requirements may not practicably be applied, or may dispense with such filing and approval whenever, in the opinion of the director, it is not desirable or necessary for the protection of the public.
