A municipality shall be required to accumulate at least fifty percent of the revenues derived from parking meters in a special fund to be known as the “parking lot and area fund”; provided that a majority of the voters of the municipality voting at any regular or special election called for that purpose, shall have first determined that fifty percent of the revenues so derived shall be deposited and used. Fifty percent of the revenue shall mean onehalf of the revenues remaining after payments on purchase price and the actual cost of repairing said meters.
