Remainder: An interest in property that takes effect in the future at a specified time or after the occurrence of some event, such as the death of a life tenant.

(1) There is hereby created a body, politic and corporate, to be known as the “Tennessee state veterans’ homes board.”(2) The board, a political subdivision and instrumentality of the state, shall be deemed to be acting in all respects for the benefit of the people of the state in the performance of essential public functions and shall be deemed to be serving a public purpose and improving and otherwise promoting their health, welfare, and prosperity.(b) The board shall consist of thirteen (13) members. The commissioner of veterans services and the commissioner of finance and administration shall be ex officio, voting members of the board. A commissioner may designate a staff member to attend meetings of the board or its committees and to exercise the commissioner’s right to vote in the commissioner’s absence. The designation shall be made in writing to the chair of the board. The remaining eleven (11) members shall be appointed by the governor. At least three (3) members shall be appointed from each of the three (3) grand divisions of the state. All appointments shall be subject to review by the joint select committee on veterans’ affairs of the general assembly. Initial appointments to the board shall be for one (1), two (2) and three (3) years, respectively. Thereafter, all appointed members shall serve three-year terms. Each member must be a citizen of the state. One (1) member shall be a nursing home administrator at the time of the member’s appointment and shall be experienced in the financial operations of nursing homes. One (1) member shall have clinical experience in nursing homes. The remaining members shall be honorably discharged veterans of the United States armed forces. Veteran members shall be appointed from nationally chartered service organizations that have departments in this state. The board shall be composed of members representing different organizations as well as different branches of the armed forces.(c) Appointed members of the board may be removed for cause by the governor.(d) Vacancies occurring in an office of a member of the board before the expiration of a term by reason of death, resignation, or any other reason shall be filled by the governor in the same manner as a regular appointment for the remainder of the unexpired term.
