(a) In accordance with Article XVI, § 21, of the Texas Constitution, an officer or employee of the state may not, directly or indirectly, profit by or have a pecuniary interest in the preparation, printing, duplication, or sale of a publication or other printed matter issued by a department or agency of the executive branch.
(b) A person who violates this section shall be dismissed from state employment.
