(a) A state employee who is designated by the governor to represent the state at a governmental meeting or conference held outside the state is entitled to reimbursement for the actual expense of meals, lodging, and incidentals during the trip.
(b) A travel expense described by Subsection (a) is reimbursable from appropriations to the state agency by which the designee is employed.
