(a) In this section, “good faith” means honesty in fact in any conduct or transaction.
(b) The company shall decline to insure a risk if:
(1) insuring the risk would cause the company to exceed the premium-to-surplus ratios established by § 2054.156; or
(2) the risk is not, in good faith, entitled to insurance through the company.
