- Population: means the population shown by the most recent federal decennial census. See Texas Government Code 311.005
The commissioners court of a county with a population of 5,000 or more by order may adopt this chapter for the purpose of acquiring, improving, equipping, maintaining, financing, and operating one or more public parks.
