None of the provisions of Sections 51.071 through 51.072 and 51.074 through 51.075 of this code shall prevent the state from instituting legal proceedings necessary:
(1) to enforce a forfeiture;
(2) to recover the full amount of principal and interest that may be owed to the state at the time the forfeiture occurred; or
(3) to protect another right to the land.
