(a) A used automotive parts recycler shall surrender to the Texas Department of Transportation for cancellation a certificate of title or authority, sales receipt, or transfer document, as required by the department.
(b) The Texas Department of Transportation shall provide a signed receipt for a surrendered certificate of title.
