(a) The district has the powers and duties necessary to accomplish the purposes for which the district is created.
(b) The board may not take any action or exercise any power granted under this chapter other than to hold an initial organizational meeting until the development agreement described by § 3963.0302 is approved by the city and executed by the parties to the agreement.
