(a) The conversion of the district into a conservation and reclamation district under § 59, Article XVI, Texas Constitution:
(1) is feasible, practicable, and needed;
(2) will be a public benefit and a public utility; and
(3) will benefit all land and property included in the district.
(b) All property in the district is benefited, and no property benefited is not included in the district.

- Property: means real and personal property. See Texas Government Code 311.005
(c) No land is included in the district except land that will be benefited.
