(1) As used in this section, “rules of order and procedure” means a set of rules that govern and prescribe in a public meeting:

- County legislative body: means :(8)(a) the county commission, in the county commission or expanded county commission form of government established under Title 17, Chapter 52a, Changing Forms of County Government;(8)(b) the county council, in the county executive-council optional form of government authorized by Section
17-52a-203 ; and(8)(c) the county council, in the council-manager optional form of government authorized by Section17-52a-204 . See Utah Code 68-3-12.5- Legislative: when used to describe the powers, duties, or functions of a county commission or council, refers to:
(3)(a) the power and duty to enact ordinances, levy taxes, and establish budgets; and(3)(b) those powers, duties, and functions that, under constitutional and statutory provisions and through long usage and accepted practice and custom at the federal and state level, have come to be regarded as belonging to the legislative branch of government. See Utah Code 17-50-101(1)(a) parliamentary order and procedure;(1)(b) ethical behavior; and(1)(c) civil discourse.(2) Each meeting of the county legislative body shall comply with Title 52, Chapter 4, Open and Public Meetings Act.(3)(3)(a) Subject to Subsection (3)(b), a county legislative body shall:(3)(a)(i) adopt rules of order and procedure to govern a public meeting of the legislative body;(3)(a)(ii) conduct a public meeting in accordance with the rules of order and procedure described in Subsection (3)(a)(i); and(3)(a)(iii) make the rules of order and procedure described in Subsection (3)(a)(i) available to the public:(3)(a)(iii)(A) at each meeting of the county legislative body; and(3)(a)(iii)(B) on the county’s public website, if available.(3)(b) Subsection (3)(a) does not affect a county legislative body’s duty to comply with Title 52, Chapter 4, Open and Public Meetings Act.(4) The chair and clerk of the county legislative body shall sign the records and minutes of the county legislative body.(5) The legislative body of a county may compel the attendance of its own members at its meetings and provide penalties it considers necessary for the failure to comply with an exercise of the authority to compel attendance. - Legislative: when used to describe the powers, duties, or functions of a county commission or council, refers to:
