In establishing trails, the division shall:
(1) develop and manage the trails to harmonize with and complement any existing or planned land uses;

- Division: means the Division of Outdoor Recreation. See Utah Code 79-5-102
- Land: includes :(18)(a) land;(18)(b) a tenement;(18)(c) a hereditament;(18)(d) a water right;(18)(e) a possessory right; and(18)(f) a claim. See Utah Code 68-3-12.5
- Property: includes both real and personal property. See Utah Code 68-3-12.5
(2) locate and design trails according to an overall plan that provides for:(2)(a) interconnecting routes, where feasible; and(2)(b) consideration of safety; and(3) select trails to minimize adverse effects on:(3)(a) an adjacent landowner or user and the landowner’s or user’s property or operations;(3)(b) wildlife; and(3)(c) the natural environment.
