Terms Used In Wisconsin Statutes 114.105

  • Aeronautics: means the science and art of aircraft flight and including but not limited to transportation by aircraft; the operation, construction, repair or maintenance of aircraft, aircraft power plants and accessories, including the repair, packing and maintenance of parachutes; the design, establishment, construction, extension, operation, improvement, repair or maintenance of airports or other air navigation facilities; and instruction in flying or ground subjects pertaining thereto.   • Aircraft: means any contrivance invented, used, or designed for navigation of or flight in the air, but does not include spacecraft. See Wisconsin Statutes 114.002
  • Astronautics: means the science and art of spacecraft flight and all activities related thereto. See Wisconsin Statutes 114.002
  • Spacecraft: means any contrivance invented, used, or designed for navigation or flight beyond the earth's atmosphere, including rockets, missiles, capsules, modules, and other vehicles, whether with or without passengers. See Wisconsin Statutes 114.002
  • Town: may be construed to include cities, villages, wards or districts. See Wisconsin Statutes 990.01
  • Village: means incorporated village. See Wisconsin Statutes 990.01
   (1)    In this section:
      (a)    “Drone” means an aircraft operated without the possibility of direct human intervention from within or on the aircraft.
      (b)    “Political subdivision” means a city, village, town, or county.
   (2)   A political subdivision may adopt any ordinance in strict conformity with the provisions of this chapter and impose the same penalty for violation of any of its provisions except that an ordinance under this subsection may not provide for the suspension or revocation of pilot or aircraft licenses or certificates.
   (3)   A political subdivision may enact an ordinance limiting the use of drones by the political subdivision.
   (4)   
      (a)    No political subdivision may enact any ordinance governing aircraft or aeronautics or spacecraft or astronautics contrary to or inconsistent with the provisions of this chapter or federal law.
      (b)    Except as provided in sub. (3), no political subdivision may regulate the ownership or operation of a drone.
